A price is exact only when a stored verified rule covers the requested workload and billing period. Dynamic or uncaptured tiers are not extrapolated.

Capabilities are stored plan by plan as included, limited, add-on, unsupported or unverified. Unverified is never treated as support.

A verified saving candidate requires full-horizon pricing, included feature fit, and positive net savings after migration cost.

Commercial neutrality is part of the product logic.

Affiliate commission is excluded from cost rank, savings, break-even, feature fit and migration status.
